National Training policy for the Power Sector
The Post of Chief Engineer/HRD was created vide O/o No. 7490/Cadre dated 04/11/1994 by re-designating the existing post of Chief Engineer/EQC (T). In this office order dated 04/11/1994, 10 functions were allotted to C.E./HRD out of which only one function pertaining to training has been actually delegated and no other function was allotted to the C.E./HRD. The remaining nine functions have been retained in the office of Secretary/PSEB & DPR. A brief of training function being executed by CE/HRD is given below:-
HRD Directorate
1. This Directorate is responsible for imparting training to
Officers/Officials in-house and through outside agencies. There is one Technical Training Institute (TTI) at Patiala and four no. Technical Training Centre (TTCs) at Amritsar, Bathinda, Jalandhar & Lalton Kalan (Ludhiana) under this Directorate. The training programmes conducted at TTI/TTCs are as under:-

- The progress of in-house training for the year 2006-07 and total
persons trained upto 03/2007 is attached at ‘Annexure-A’. Annual Training Programme for the 2007-08 is also attached at
’Annexure-B’. In brief 43812 Officers/Officials have been trained in various fields and 54357 Officials trained in one day site training camps totaling 98169 upto 31/03/2007 since the creation of TTI in the year 1971.
- As per Apprenticeship Act 1961, Degree/Diploma Holder
Engineers and ITI passed candidates are required to be engaged in PSEB. This job is also being carried out under HRD Organization. Besides this, vocational training to various students of Degree/Diploma/MCA/M.Com or other such like professional courses is also dealt with under this Organization.
- The work of training within India was transferred to CE/HRD in
February, 2000. Since then HRD Organization is deputing the Officers/Officials of the Board to other leading Institutions/Organizations in the area of Technical/ Management/ Computer etc. for attending training programmes/ Workshops/ Seminars. 1795 Officers/Officials were trained during the year 2006-07 under various programmes while from 02/2000 to 31/03/2007, 7164 Officers/Officials were imparted training through outside agencies. (Annexure-C).The Training Program through external agencies shall be further stepped up during 2007-08.
- PSEB Officers are also being nominated for various short term
Training Programme/Workshops/Seminars being held by various leading Firms/ Organizations/Institutions (about 150 no. annually).
- Six week training to newly recruited 157 no. SSAs (on contract)
has been conducted at NPTI, Faridabad/Badarpur in two batches during the year 2005-06.
- At TTI, PSEB, Patiala for LM/ALM Category of trainees, the hostel
was in a private building. Now, the Board has allotted quarters in Power Colony No. 2. This LM/ALM hostel has been shifted alongwith present Supervisor Hostel in PC-2.
- Ministry of Power, Govt. of India formulated a National Training
Policy for Power Sector. Accordingly, every organization in the Power Sector has to ensure training for a minimum period of one week annually for each employee. To achieve this target, following steps are being undertaken:-
(a) PSEB has decided in 2003 to set up own Management Development Institute (Staff College) at Patiala at the cost of Rs. 35.40 Crore to be completed in the year 2010-11.
(b) CRISIL Infrastructure Advisory were given consultancy on “Training Programme Implementation.” As per the National Training Policy minimum of one week training is to be imparted to every employee per year. To achieve this target, CRISIL have prepared a plan under which field trainings shall be carried out in distribution organization at circle level by 80 technical and 20 non-technical trainers. These trainers shall be trained at a suitable National Level Institute. The Training Plan & Policy is under consideration of the Board.
- A Separate Computer Lab with set up of 15 NOs. of PCs has been
established at TTI, Patiala for imparting Basic Computer Training meant to trainees undergoing training at TTI and also other PSEB employees.
- To utilize training programmes attended by various Officers, ‘Core
Groups are being framed to obtain their proposals for on-ground implementation of their training learnings in PSEB & the Action Plan proposed by them are being tried/implemented in the field.
- Around 185 newly recruited AEs (OT) were given one week Induction Training at TTI, Patiala and GGSSTP, Ropar.
- There is a plan to train about 260 newly recruited AEs (OT) at REMI, PGCIL, PMI and at TTI, Patiala. Also Engineers working in various organizations of the Board shall be deputed to training institutions like MDI, TIET, REMI etc. for specialized training officers are also being deputed for other training programs.
