 FUNCTIONS OF THE CHIEF AUDITOR ORGANISATION AT A GLANCE

  • The main function of the Chief Auditor Organisation  is to audit all the Board's offices in respect of receipt and expenditure to assess whether the purpose, authority and responsibility as defined  / delegated continued to be adequate to enable the Internal Audit to achieve the audit objectives.

REVENUE AUDIT :

  • Enhancement of Board's revenue by prevention / correction  of noted instances of revenue leakage.
  • Testing compliance of set rules/ regulations and procedures relating to various facets of operations.
  • Transactions are executed in accordance with Board's general specifications and guidance.
  • To safeguard the assets mainly related to Cash under the scope of revenue from unauthorized access, mis-use / misappropriation and disposition.
  • To educate & render professional guidance to the Revenue Staff to improve their knowledge in the field of revenue.
  • To detect embezzlement and cases of short assessment, under billing and fraud etc.
  • Attending of various Dispute Settlement Committee meetings.

WORKS AUDIT:

  • To audit expenditure incurred in various offices of the Board. Detection of irregular payments of pay and allowances. thefts and defalcations and other excess payments on various accounts than the budget estimates.

ESTABLISHMENT :

  • As appointing authority of Internal Auditors, their posting, transfer and promotion etc. and all other Establishment  Matters.

STATUTORY AUDIT LIAISON ( SAL ) :

  • Liaison with statutory audit i.e. Principal A.G. ( Audit) regarding furnishing the reply to the audit paras/observations and further submission of reply to the observations contained in the COPU/CAG Report to the Secretary . Punjab Vidhan Sabha through Secretary ./ Power, Punjab with the approval of Member / F&A and Chairman and pursuing the other paras with the field offices for expeditious disposal /settlement .
