AUCTION NOTICE

The auction for the sale of scrap material and used/dirty T/F oil on “As-Is-Where-Is’ basis will be conducted as under:-

NOTE 1:-   To participate in the auctions, the bidders have to give an undertaking on a plain paper that he (giving his name, Father’s name and complete address with phone nos. etc) wants to participate in the auction, and shall produce any photo identity proof i.e. identity proof having photograph of the person on it such as Voter Card or Driving license etc. In case identity proof is without photograph on it, he can submit a recent photograph along with that identity proof and attach it with the letter of undertaking. If the bidder wants to participate for more than one firm, he will be required to submit an authorization on firms letter pad duly signed by the firm's proprietor/partner for each firm.
NOTE 2:-   The registration for all the auctions shall start half an hour before the time of auction. If auction date happens to be a holiday, the auction shall be held on the next working day at same time and same venue.
NOTE 3:-   For sale of dirty oil, lubricants and battery scrap etc. if a person attends the auction on behalf of a firm other than proprietor/partner of the firm then he must be an employee of the firm and shall show his identity of being the employee of the firm and submit an authorization on firms letter pad duly signed by the firm's proprietor/partner.  Original certificates of registration with MOEF as re-refiner/recycler will be seen at the time of auction.

IMPORTANT NOTES

1. The transportation of T/F oil should be according to the provisions of Hazardous wastes Rules (Management, handling and Transboundry movement 2008) [(Chapter VI(20) ]  of MOEF, New Delhi which states that :-
• In case of transport of hazardous wastes for final disposal to a facility for treatment, storage and disposal existing in a State other than the State where the hazardous waste is generated, the occupier shall obtain “No Objection Certificate” from the State Pollution Control Board of both the states.
• In case of transportation of hazardous wastes through a State other than the State of origin of destination, the occupier shall intimate the concerned State Pollution Control Boards before he hands over the hazardous wastes to the transporter.
2. Only those firms, that are registered with MOEF/CPCB as Recycler/ Reprocessor of Used oil/Battery scrap and who have also obtained the consent under the provisions of Water and Air Acts (Prevention and control of Pollution) along with the authorization for operating the facility for collection, storage and transportation of Hazardous waste from the respective State Pollution Control Boards, will be allowed to participate in auction of Used/Dirty Transformer oil, Lubricating oil and Battery Scrap on production of original certificates and submission of photocopy of the same duly attested by the Notary Public. If a representative attends the Auction on behalf of a firm, he will be required to submit an authorization letter duly signed by the firm’s owner on firm’s letter pad. In case the proprietor/partner of firm attends the auction, he shall furnish an undertaking on the letter pad of the firm that he himself is the proprietor/partner of the firm. However, the firm will be required to produce the original certificates at the time of making payment in the concerned Central Store.
3. Handling (Collection & Transportation etc.) of Hazardous waste shall be done by the purchaser as per letter no 23-21/99- HSMD (vol-VI) (pt) dated 30-12-2005 issued by the Govt. of India, Ministry of Environment and Forest, New Delhi.
4. Details containing description of material and quantity lying in various stores along with standard terms & conditions may be obtained from this office and the material may be inspected at concerned sites on any working day till the commencement of the auction. Material left unsold shall be considered for sale in the next auction.
5. Bidders are requested to get themselves registered by making payment of Rs. 5000/- per person in cash (refundable after auction). The registration for all the auctions shall start at 10.30 AM for disposal committee (south) and 11.00 am for disposal committee (North). If auction date happens to be a holiday, the auction shall be held on the next working day at same time and same venue.
6. The security/EMD shall only be accepted by Cash/Demand Draft as per the prevailing terms & conditions of the sale.
7. Before closing of the auction any unsold/rejected or No-bid balance material can be put for auction store/item/Lot wise.

Auction Notice is hereby given to dispose off the buildings of Residential Quarters 2 Nos. Type-I, 5 Nos. Type- II, 1 Nos. Type-III and disposal system at /220 KV Sub-Station Gaunsgarh (on as is where is basis). This will include dismantling of building including foundations, clearance of debris and its disposal from site. The auction will be held on   02-02-2012 (Tuesday) at 12.30 P.M. at the address given below. The registration for the auction shall start at 12.00 Noon. If auction date happens to be a holiday the auction will be held on the next working day at same time and same venue. The parties giving the highest bid shall deposit 25% of the Bid amount (including earnest money) at the fall of hammer. The balance amount should be deposited in the office of AEE/ Civil Works Sub- Divn. No.-1, Jalandhar within seven days. If the bidder fails to deposit the balance amount in time the earnest money will be forfeited and the bidder shall have no claim over this.
The terms and conditions of auction will be announced before the start of auction. The bidder shall complete dismantling of building including foundations, clearance of debris and its disposal from site within one month from date of issue of sale order.
