The auction of Sarkanda of total area in ash dyke area at GNDTP, Bathinda will be held on 30.10.2008 at 11.00 A.M. in the office of undersigned with following terms & conditions.

  1. All auctioneers will deposit Rs.5000/-as earnest money. This amount will be refunded after completion of the auction but successful auctioneer will have to deposit 5% amount as earnest money, which will be refunded one month after the cutting of Sarkanda.
  1. 50% amount of the highest bid would have to be deposited immediately after completion of auction in cash or through demand draft in favour of A.O (O&M), GNDTP, Bathinda. Balance amount shall have to be deposited with in 10 days.
  1. Sarkanda auction committee reserves the right to accept/cancel the highest bid without assigning any season.

In case the date of auction is declared a Public Holiday; the auction shall be conducted on the next working day at the same time and place.

Terms & Conditions
  1. The quantity may vary according to the actual availability in the store.

  2. The highest bidder shall have to deposit the earnest money @ 10% of the Bid to the nearest hundred of Rs.5000/- which ever is higher, in cash at the fall of hammer, out of which 8% will be adjusted towards cost of the material in the last installment and the balance 2% shall be refunded after the faithful execution of the sale confirmation orders.

  3. Bidders are requested to get themselves registered by making payment of Rs.5000/-per person in cash (refundable after auction). The registration shall commence at 11.30AM at the place of auction and shall continue till the start of acution.  The bid registration money shall be forfeited in respect of bidder who fails to deposit the bid money immediately after the fall of hammer.

  4. Disposal Committee shall have the full rights to accept or reject or postpone the auction of any or all the items without assigning any reason.

  5. The terms & conditions of sale may be seen by the bidders in this office on any working day on at the place of auction before registration.

  6. The bidders may inspect the material lying in various stores as per detailed above before auction.

  7. The bidders who purchase material worth Rs.25000/- will have to deposit full amount at the place of auction.

  8. All transformers (distribution / power) shall be sold without oil, bushing, insulators, nuts & bolts etc. etc.

  9. The material that remained unsold in any auction shall be repeated in the next / subsequent auction.

  10. Only one person will be allowed against one registration.

  11. The Hazardous Waste material e.g. batteries used waste oil / lead acid batteries are auctioned only to those recycles, who are registered with the Ministry of Environment & Forest, New Delhi and have a valid authorization of the concerned State Pollution Control Board under the Hazardous Waste (Management & Handling) Rules, 1989 as amended in January, 2003 by first January of every year. Original valid authorization for hazardous waste material, air & water pollution and transportation will be seen at the time of Auction & its attested copies by Notary will be retained.  

  12. In case the date of auction is declared a Public Holiday; the auction shall be conducted on the next working day.

  1. The competent authority reserves the right to reject any or all the bids or can withdraw a booth from auction without assigning any reason, whatsoever.

  2. In case the above date happens to be a holiday, the auction shall take place at the same time on the next working day.

  3. The intending bidders shall have to produce a minimum of 2 years experience certificate in the trade, duly verified by the Municipal Commissioner/Sarpanch of City/Village concerned.

  4. The intending bidders shall have to purchase the copy of terms & conditions of auction which can be had from the office of the undersigned on any working day and upto 1.00 PM on date of auction by depositing Rs.50/- Per booth/shop towards its cost with A.O./O&M, GGSSTP, Ropar. Those bidders who do not purchase the terms & conditions will not be allowed to participate in the auction.

  5. All the intending bidders shall also submit the proof of permanent address with the application for purchase of auction documents.

  6. The Service Tax shall be payable by the bidder over & above quoted bid by the successful bidder.

  7. For SCF No.4 at Nuhon Colony, the Cross-walls will be allowed to be removed at the cost of prospective allottees/bidders, if they so desire subject to structural safety of the building, at their cost.

NOTE I: - Only those firms, that are registered with MOEF/CPCB as Recycler/ Reprocessor of Used oil/Battery scrap and who have also obtained the consent under the provisions of Water and Air Acts (Prevention and control of Pollution) alongwith the authorization for operating the facility for collection, storage and transportation of Hazardous waste from the respective State Pollution Control Boards, will be allowed to participate in auction of Used/Dirty Transformer oil, Lubricating oil and Battery Scrap on production of original certificates and submission of photocopy of the same duly attested by the Notary Public. If a representative attends the Auction on behalf of a firm, he will be required to submit an authorization letter duly signed by the firm’s owner on firm’s letter pad. In case the proprietor/partner of firm attends the auction, he shall furnish an undertaking on the letter pad of the firm that he himself is the proprietor/partner of the firm. However, the firm will be required to produce the original certificates at the time of making payment in the concerned Central Store.

NOTE II: - Handling (Collection & Transportation etc.) of Hazardous waste shall be done by the purchaser as per letter no 23-21/99- HSMD (vol-VI)(pt) dated 30-12-2005 issued by the Govt. of India, Ministry of Environment and Forest, New Delhi.

However, the firm will be required to produce the original certificates at the time of making payment in the concerned Central Store.

  1. The quantity may vary according to the actual availability in the store.

The highest bidder shall have to deposit the earnest money @ 10% of the Bid to the nearest hundred of Rs.5000/- which ever is higher, in cash at the fall of hammer, out of which 8% will be adjusted towards cost of the material in the last installment and the balance 2% shall be refunded after the faithful execution of the sale confirmation orders.

    Terms & Conditions
    1. The quantity may vary according to the actual availability in the store.
    2. The highest bidder shall have to deposit the earnest money @ 10% of the
      Bid to the nearest hundred of Rs.5000/- which ever is higher, in cash at the fall of hammer, out of which 8% will be adjusted towards cost of the material in the last installment and the balance 2% shall be refunded after the faithful execution of the sale confirmation orders.
    3. Bidders are requested to get themselves registered by making payment of Rs.5000/-per person in cash (refundable after auction). The registration shall commence at 11.30AM at the place of auction and shall continue till the start of auction. The bid registration money shall be forfeited in respect of bidder who fails to deposit the bid money immediately after the fall of hammer.
    4. Disposal Committee shall have the full rights to accept or reject or postpone the auction of any or all the items without assigning any reason.
    5. The terms & conditions of sale may be seen by the bidders in this office on any working day on at the place of auction before registration.
    6. The bidders may inspect the material lying in various stores as per detailed above before auction.
    7. The bidders who purchase material worth Rs.25000/- will have to deposit full amount at the place of auction.
    8. All transformers (distribution / power) shall be sold without oil, bushing, insulators, nuts & bolts etc. etc.
    9. The material that remained unsold in any auction shall be repeated in the next / subsequent auction.
    10. Only one person will be allowed against one registration.
    11. The Hazardous Waste material e.g. batteries used waste oil / lead acid batteries are auctioned only to those recycles, who are registered with the Ministry of Environment & Forest, New Delhi and have a valid authorization of the concerned State Pollution Control Board under the Hazardous Waste (Management & Handling) Rules, 1989 as amended in January, 2003 by first January of every year. Original valid authorization for hazardous waste material, air & water pollution and transportation will be seen at the time of Auction & its attested copies by Notary will be retained.
