Sub: Revision of Tariff w.e.f. 1.10.2004

In compliance to the Punjab State Electricity Regulatory Commission orders dated 30.11.2004 with reference to PSEB petition No. 12 of 2004 relating to filing of ARR/Tariff Application for 2004-05, the tariff rates of power supply to various categories of consumers as per tariff order issued by PSERC are revised as under:-

NOTE:-

1. The tariff rates are applicable with effect from 1.10.2004 and shall remain operative till fresh determination of tariff by PSERC.
2. The excess recoveries made by the Board from 1.4.2004 to 30.9.2004 will be kept with the Board as Regulatory Reserve.
3. The excess amount received from consumers on account of revised rates from 1.10.2004 will be adjusted in the future bills within the current financial year.
4. Domestic consumers belonging to SC category, with connected load upto 300 Watts will be given 50 units of free power per month in view of Government subsidy.
5. The domestic consumers located in the rural area will be allowed 10% rebate in tariff on consumption of electricity. For this purpose the definition of rural area will be as followed by the State Govt.
6. DS & NRS consumers to be charged MMC on the basis of actual sanctioned load and no rounding off needs to be carried out for computing MMC.
7. Checking of connected load by Board for only DS consumers suspended till further orders.
8. High Voltage Rebate:
High Voltage rebate allowed to all categories of consumers except Railway Traction at the following rates:
i) Supply voltage 33/66 KV 3% of energy charges.
ii) Supply voltage 132/220 KV 5% of energy charges.
9. THE EXISTING SURCHARGE FOR 11 KV ARC/INDUCTION FURNACE TO CONTINUE AS PER THE EXISTING RATES.
10. AGRICULTURAL PUMP SETS FOR IRRIGATION PURPOSE
(a) AP tubewell consumers getting supply from rural feeders to be charged A.P. flat rate / A.P. metered tariff.
(b) AP tubewell consumers getting supply from urban / city / urban pattern supply feeder to be charged AP metered tariff.
(c) Farmers of Kandi Area, PAU Ludhiana, PSTC tubewells, lift irrigation & other connections of tubewell released under SP/MS category who had applied connections after 31.3.1990 to be charged as under:-
(i) AP flat rate on rural feeder / AP metered rate on Urban Feeder.
(ii) AP metered rate where M.S. tariff is being charged at present.
(d) AP consumers located within Municipal limits will be covered under AP metered rate as before.
11. The revised rates are exclusive of E.D., Octroi charges, and other taxes. E.D. is not applicable for Agriculture consumption.
12. All others charges / surcharge i.e. power factor surcharge, PLEC charges, late payment surcharge, parallel operation charges including rentals and deposits etc. which were being collected by the Board as per Sales Regulation for supply of energy before the issue of this order will be continued to be charged at the existing rates. Any provision not covered in this order shall continue to be applicable as before.
13. NOTICE FOR INTIMATION TO CONSUMERS
A notice of not less than 6 months to the consumers be served for revision in the threshold limit of power factor to be maintained by them and Power Factor incentive shall be as detailed below:-
(a) THRESHOLD LIMIT
To be raised from 0.88 to 0.90 in respect of MS, LS and Railway Traction consumers w.e.f. 1.7.2005.
(b) POWER FACTOR QUANTUM AND INCENTIVE
(i) QUANTUM
The incentive for higher power factor will be @ 0.25% on consumption charges for each 0.01 improvement in power factor beyond threshold limit given below w.e.f.1.7.2005.
(ii) ELIGIBILITY OF INCENTIVE.
(a) For MS and LS (General Industry) above 0.90
(b) PIUs, Arc Furnaces and Railway Traction above 0.95
14. A copy of above tariff rates may be displayed on notice Board of all the sub-divisions /divisions/circles for wide publicity and for information of all the public.

The above instructions be brought to the notice of all concerned for compliance.
