Sub: Rajpura Power Project – Request for Qualification (RfQ) dated 18.1.2008.

Sir,

The prospective bidders are requested to kindly take care of the following aspects/ documents also while submitting the RfQ bid. These are the common clarifications sought from all the bidders, in the recent past, during the evaluation of Talwandi Sabo Power Project being developed by PSEB on BOO basis. This will facilitate faster evaluation of the bids.

Certificate from the authorised signatory as per Annexure 8 (Power of Attorney) on the letterhead of the Bidder mentioning the percentage of the Equity held from financial closure to commissioning of the project(s) mentioned in Annexure 9C. The said certificate is to be certified by the Statutory Auditor.
In case the bidder is using the credentials of Affiliate(s)/Parent(s), suitable documentary evidence such as copies of DMAT accounts and Share Transfer Register on 7 days prior to cut-off date or date of submission of bid, whichever is earlier, for establishing minimum 26% equity between Bidder with Affiliate(s)/Parent(s) whose credentials are used by the Bidder, duly certified by the Company Secretary and authorised signatory as per Annexure 8 (Power of Attorney), with illustration sheets need to be submitted.
Certificate on the letterhead of the Bidder certified by the authorised signatory and the Statutory Auditor confirming the percentage of voting rights attached with the equity holding in each of the Affiliates.
The Annual Reports for the year in which the project is capitalised along with linkage sheets as per Annexure 9, duly certified by the authorised signatory as per Annexure 8 (Power of Attorney).
If the Common Seal is not required to be affixed in terms of the Articles of Association, a notarised affidavit executed by the authorised signatory stating that the same is not required to be done along with the relevant extracts of the Articles of Association and copy of Board resolution relating to the execution of the Bid.
The photocopies of the annual reports/balance sheet need to be certified as true copy by the authorised person.
