GLOBAL INVITATION FOR EXPRESSION OF INTEREST (EoI)
For Selection of Developer for Setting up of
A coal based Thermal Power Project with a capacity of
1200 MW (2x600) on Build Own and Operate basis (BOO)
At Nabha, Punjab (India).

The Opportunities : Punjab State Electricity Board (PSEB) has launched an initiative for development of a coal based Environment friendly Thermal Power Project (TPP) at Nabha, District Patiala, Punjab in India with a capacity 1200 MW (2x600). The Project will be awarded to a Developer selected on the basis of Tariff based competitive bidding. Govt. of India policy permits 100% FDI in Power Projects.

To facilitate tie-up of inputs and clearances for the project, a Special Purpose Vehicle (SPV), Nabha Power Ltd. (NPL), registered under The Co.’s Act, 1956, has been set up as a wholly owned company of PSEB. NPL will undertake preliminary studies and obtain necessary clearances including water, land, fuel, power selling tie-ups (if required) etc. prior to award of the project to the successful Developer. NPL shall also facilitate the process of obtaining environmental clearance from SPCB/MoEF.

Expression of Interest (EoI) : EoI is invited from National and International Developer(s) for participation.

Project: Project includes establishment, operation and maintenance of a 1200 MW TPP for its life cycle. Project also includes transportation of coal to the power project for which allocation of coal linkage will be made by the Govt. of India.

Proposed Site:- The site of the proposed TPP is located near Nabha in the Distt. Patiala, in the State of Punjab, India. Nearest Railway Station from Site is Nabha which is about 5 Kms. Nearest Airport from the Site is Chandigarh, which is about 100 Kms.

Applicant:- The applicant may be a single entity or a multiple entity consortium coming together to implement the projects. Consortium as a whole must have necessary technical and financial expertise to execute large project of this size. The members shall be jointly and severely responsible. The requirements are as under:

• The applicant must have proven experience of developing large project of similar magnitude.
• The applicant shall have a track record of profitability and shall also fulfill the following minimum requirements based on the last three years audited accounts:-
  - Networth : Rs.5.00 Billion or US $ 110 Million
  - Average Annual Turnover : Rs.12.50 Billion or US $ 275 Million

The applicant shall furnish documentary evidence in support of their technical and financial capability including equity of interested developer(s).

Procedure for Submission of EoI: Detailed EoI alongwith documents confirming compliance with technical and financial requirements and equity may be submitted by 6th June, 2007 at the address indicated below. Interested parties not able to form consortium required for meeting the above requirements may also submit their EoI alongwith details of the proposed consortium partners.
