EXPRESSION OF INTEREST FOR AUTOMATIC/REMOTE METERING OF AGRICULTURAL SUPPLY METERS.

 In PSEB, there are about 10 lac AP (Agriculture Power) consumers covering all over the Punjab. Meters are not provided on all the Agricultural Consumers at present. To calculate the energy consumed by AP sector, PSEB has installed meters on selected AP consumers (55000 Nos.)  called Sample Meters covering all over Punjab.. These sample meters are installed to assess the per KW consumption per month (called monthly AP Load factor) by Agricultural consumers.

The reading of these sample meters are being recorded by PSEB employees. Based upon the consumption recorded by Sample Meters on sanctioned load in KW, the monthly AP Load factor is being calculated by one centralized office of  Dy.Director System Losses Study Cell (SLSC) at Ludhiana.. This AP load factor is being calculated for each Distribution Division from where AP consumption is calculated.

Although PSEB is following fool proof method for calculation of Agricultural consumption through sample meters by engaging third party also, still some human error while recording readings manually can not be ruled out. Keeping  this in view and in order to ensure zero error in calculation of consumption in agricultural sector, support of available  technology for recording meter reading is the need of the day.

 PSEB desires that the latest technology of automatic/ remote metering on AP sample meters may be adopted so that the consumption calculated in AP sector is least dependent on human involvement. Therefore, technical proposals are invited for Automatic/Remote Metering System on all these sample meters for calculation of AP consumption with other related MIS. The bidder should be capable of supply, installation and commissioning of the system with centralized information at one place and also training of PSEB personnel so that PSEB ultimately becomes self-reliant for running of the system.

Accordingly technical proposals from bidders having experience in the field are invited by 3rd October 2007 upto 5.00 PM. After detailed scrutiny of the proposals submitted by prospective bidders, pre-bid conference shall be held in the 3rd week of October 2007 to discuss the various proposals and issue of clarifications etc if any. Thereafter PSEB will decide the model to be adopted and freeze/finalize the technical specifications. After that the firms who have submitted bids against Expression of Interest shall be asked to submit their price bids. Please note that no price bid is to be submitted along with Expression of Interest.

Metering Organisation

1. Metering Organisation is providing quality & accurate meters & metering equipment within Punjab State Electricity Board. The Organisation is headed by Chief Engineer/Metering, Patiala supported by S.E. Head quarter-cum-metering, Dy. C.E./Metering, Jalandhar, 2 Nos Senior Xen's Procurement, 5 Nos. Senior. Xen's for various ME Labs alongwith other staff. Procurement of all the equipment is carried out in the office of C.E./Metering,. Testing and issue of meters & metering equipment is being done by Dy.. C.E/Metering, Jalandhar with the help of 5 No .M.E. Divisions & 16 No. ME laboratories as detailed below:-

ME Lab., Gurdaspur.

  • ME Division, Ludhiana.

2. For modernization of ME Labs, fully automatic meter test benches and other sophisticated equipments is being planned to be procured, in addition to available high accuracy testing equipments

3. The work of replacement of all electromechanical meters with electronic meters of high accuracy has been taken up. Work of replacement of electro-mechanical meters in respect of 220KV/132 KV//66 KV/33 KV/11KV feeders, industrial Consumers has since been completed. Work of metering AP consumers and Distribution transformers metering is planned to be carried out through out sourcing keeping in view of the directions of PSERC & Pb. Govt. In addition replacement of meters of 1 Phase and 3 Phase DS/NRS consumers is also planned to be carried out through out sourcing besides simultaneously through departmental staff.

4. Jurisdiction of ME Divisions are generally Op-Zone-Wise except ME Lab., Gobindgarh, which is providing meters and metering equipment to Op. Circle, Khanna (Operation Central Zone) and is presently under the control of ME Division, Patiala instead earlier under the control of ME Division, Ludhiana.

5. Target for the repair of single phase and 3 phase electro-mechanical meters for the year 2005-06 has been kept as under:

i) Single meters = 50,000 meters.
ii) Three Phase meters = 30,000 meters.. All LT/CT, HT/TPT meters and 11 KV CT/PT units received are tested 100% for their accuracy etc. in the ME Labs situated at Divisional Headquarters. All Single phase and three phase static whole current meters received in various labs are tested @ 5% in the ME Labs for their accuracy and other tests.

6. Remote recording of readings of large supply consumers is also under consideration.
