SHANAN POWER HOUSE, PSEB, JOGINDER NAGAR (110 MW):

INTRODUCTION:110 MW Shanan Project is the most picturesque project in the beautiful surroundings of Himalayan ranges. It is situated in the North Indian State, Himachal Pradesh at an approximately longitute of 76 degree ? 51? East and latitude of 32 degree ? 2? North. It takes advantage of two small rivulets at an altitude of about 6000 ft., in Brot valley. The idea of harnessing a power potential of 4X12 MW (48 MW) initially was envisaged by Col. Battye, the then Chief Engineer of Govt. of Punjab in 1922. This 48 MW Stage Ist Project was constructed at the initial cost of Rs. 2,53,43,709/- and commissioned in 1932 and was officially opened by His Excellency, The Viceroy of India at Shalimar Receiving Station, Lahore on 10th March, 1933.Shanan Power House, 1st Stage of 4X12 = 48 MW was renovated to 4X15 = 60 MW in 1982. No major work in the form of additions and alterations in Head works, water conductor system, Power House building was involved.The Shanan renovation project was finally commissioned in December, 1982.

 SHANAN EXTENSION PROJECT (50 MW).As originally conceived by Col. Battye, the extension of the 1st Stage of Uhl river Project was proposed by constructing an additional unit of 50 MW. This extension work mainly consisted of a new extended reservoir at Brot, laying of new penstock for 50 MW and construction of new power house building. Finally this project with unit of 50 MW was commissioned in March, 1982

Shanan Hydel Project has achieved the record generation of 637.18 MUs in the year1998-99since its commissioning, which was the milestone in the history of Shanan Hydel Project. 

 

U.B.D.C POWER HOUSES, STAGE-I & II (91.35 MW)Upper Bari Doab Canal Hydro Electric Project (UBDC) is located near Pathankot falling in the district of Gurdaspur in Punjab. The Power station is situated on the Upper Bari Doab Canal, which draws water from river Ravi for the dual purpose of Irrigation and Power generation. Water of river Ravi passes through Ranjit Sagar Dam at Thein before entering into UBDC Canal. At present, UBDC Project comprises of two stages of Hydro Power stations i.e. Stage-I and Stage-II. Stage-I Project consisting of three Power Houses namely I,II & III each having a generating unit of 15 MW was erected and commissioned during 1971-73. Stage ?II of UBDC Project consisting of three additional Power Houses namely I,II&III each having a generating unit of 15.45 MW was erected and commissioned during 1989-92. As such UBDC Hydro Electric Project has a total installed capacity of 91.35 MW.The Power Houses are situated at different reduced distances (RD?s) of the channel and located as mentioned below: - of the channel and located as mentioned below: -

Power House No. 3. 01.01.1992P.S.E.B has incurred an expenditure of 17.41 crores through Pb. Irrigation department for re-modelling of escape channel at RD- 72720 to enhance its capacity from 1500 Cusses to 7200 Cusses. This work has been completed in 7/2004. This has enabled PSEB to have extra generation from UBDC PHs by enabling the inflow through the Hydel Channel during the lean period even when Irrigation Indent is Nil. This is evident with the generation of 217 MU during the current year from April to July. As such the total generation during the year 2005-2006 is likely to be about 450 MU.A scheme for renovation and modernization of UBDC PHs during the 10th five year plan has been approved by the Board costing to Rs.789/-lac. An amount of Appx.Rs.150 lac has been already spent. This will help in smooth running of the generating units by replacement of the old and worn out equipment.Residual life Assessment of UBDC PHs Stage-I, having completing more than 30 years, has since been got carried out from M/S BHEL. Recommendations of RLA Studies is under consideration and after implementation, the life of Stage-I PHs shall be enhanced considerably.

 RANJIT SAGAR DAM PROJECT, SHAHPURKANDI (600 MW):The earliest recorded proposal of storage on the river Ravi was mooted in 1912 for a 200 ft. high Dam near village Thein. It was inspected by committee headed by Mr. Willey in 1926-27 who had recommended to carry out the survey of the area, but up till 1954 nothing substantial was done except inspections by Geologists. It was in 1957 that the proposal of storage Dam on Ravi River materialized into an Irrigation scheme. The power generation aspect was then postponed to a future date. The first multipurpose project report was submitted to Government of India in 1964. Finally the project was accorded approval by Government of India in April 1982.Ranjit Sagar Dam (Thein Dam) Project is one of the largest multipurpose river valley project on the river Ravi about 24 KMs up-stream of Madhopur Head Works. It houses four generating units of 150 MW each with total installed capacity of 600 MW. It has firm power of 162 MW at 100% load factor. The average annual generation from this project during the last 3 years is around 1150 MUs, out of which 4.6% of energy generated is supplied free of cost to H.P. and 20% of energy generated is to be supplied to J&K at the generated cost at the Bus Bar. The Project has been conceived as a peaking station. ANANDPUR SAHIB HYDEL PROJECT (134 MW):Anandpur Sahib Hydel Project is situated about 32 KMs. downstream of Bhakhra Dam towards Ropar side. This Project has been so named due to its vicinity to the famous historic Holy town of Anandpur Sahib, Birthplace of Khalsa. The Town itself is situated on the foot hills of picturesque Shivalik mountainous range and attracts thousands of people all the year around but more so during Holla Mohalla festival in the month of March. The famous Naina Devi temple is also situated nearby atop the hilly peaks of Shivalik. This Project was constructed to utilize additional water of Bhakhra Nangal System as a result of Interlinking of Beas and Sutlej Rivers at Dehar. This additional water has been utilized for power generation by constructing a new 34 KMs RCC Lined Canal named Anandpur Sahib Hydel Channel with 10,150 cusec capacity, taken off from left Bank of Nangal Reservoir (Nangal Pond) on the Sutlej river. This canal runs almost parallel to Nangal Hydel channel on the left side. The power potential of the Anandpur Sahib Hydel channel has been tapped by constructing 2 No. identical Power House at Ganguwal and Nakkian. The Ganguwal Power House is located approximately 19 KMs downstream of Anandpur Sahib Hydel Channel from Nangal Pond. Its tail water is taken to Nakkian Power House through a second stretch of approximately 11 KMs Canal. Both the Power Houses have been so located that gross head (92.69 Ft.) is equal in both the cases. The tail water from Nakkian Power House is being led into Sutlej River through Lohand Khud Escape. Each Power House has been equipped with 2x33.5 MW Generating Sets coupled with Kaplan Turbine Make BHEL Hardwar, are being supplied water through steel penstocks of 6 meters dia. The Hydro Generators are of suspension type having 2 No. Guide bearings. The Turbine governor is of electro-hydraulic type and excitation system is of conventional type with pilot and Main Exciter. The power is generated at 11KV and stepped up at 132 KV, is further fed into Regional Grid for exclusive use of Punjab.The Power Houses were commissioned during 4/5-1985 and it is being observed that all the 4 No. Machines of both Power Houses are being run satisfactorily since their commissioning on the full/part load as per availability of water, which depends upon the releases from Nangal Pond at Nangal. The requirement of water for full load running of Power Houses is approximately 10150 Cusecs.The Power Houses of Anandpur Sahib Hydel Project are working quite satisfactorily from the date of commissioning without any major breakdown. Electricity is generated as per availability of water in the AHC. The plant is giving a very good plant availability factor to the tune of 94% on the average. The Anandpur Sahib Hydel Project is giving a satisfactory performance.

The Anandpur Sahib Hydel Project has achieved the record generation of 1071.69 MUs in the year 1998-99 since its commissioning, which was the mile stone in the history of Anandpur Sahib Hydel Project.

MUKERIAN HYDEL PROJECT, STAGE-I (207 MW):Mukerian Hyde Project is one of the main Hydro Electric Projects in the Northern Region situated in the Hoshiarpur District of Punjab. The Mukerian Hydel Project is run of the river project, constructed at Mukerian Hydel Channel emanating from Shah-Nehar Barrage. The Shah-Nehar-Barrage is constructed at the down stream of Pong Dam situated at the River Beas . The Barrage has 52 gates and thus a small artificial lake of holding capacity of 3404 acres feet has been created which feeds the Mukerian Hydel Channel. Mukerian Hydel Channel is 37 Km.long and lined by Cement Concrete and having maximum water carrying capacity of 11500 cusecs. The Mukerian Hydeel Project comprises of 4 No. Power Houses. Power House No. 1 & 2 have 6 Nos (3 at each Power Houses). Machines of 15 MW capacity each whereas Power House No.III & IV have 6 No. (3 at each Power Houses) machines of 19.5 MW capacity each. The total maximum generating capacity is 207 MW of all the 12 No. Machines. The Power Houses are situated at different reduced distances (RD?s) of the channel and located as mentioned below:-

 The generating Units at each Power Houses can be put in service/running with minimum flow of 1600 cusec. The Mukerian Hydel Project generates electrical energy at 11 KV and after stepping up to 132 KV, the same is transmitted to Grid system at 132 KV. Power House No. I is connected with Power House No.II and Power House No.II with PH No.III and PH No.III with PH-IV through 132 KV double circuits carried on towers. There are four 132 KV circuits for evacuation of electric energy generated, two numbers at PH-II to Jallandhar (through 132 KV Bhogpur and 132 KV Tanda circuits) and other two at PH-IV through 132 KV Sri-Hargobindpur Circuit I&II.

This Mukerian Hydel Project has achieved the record generation of 1546.82 MU?s in the year 1999- 2000 since its commissioning, which was the milestone in the history of Mukerian Hydel Project.

MICRO HYDEL PROJECTS:To exploit small Hydro potential available at various falls in the Canals running in Punjab State, four Micro Hydel Projects having machines rated 400 KW and 500 KW each with total installed capacity of 3.9 MW have already been commissioned at Rohti, Thuhi, Daudhar & Nidampur.The detail of Micro Power Houses is given as under:

 The Operation & Mtc. of all the four Micro Power Houses has been handed over to M/S DSL Powers (P) Ltd., Ludhiana on lease basis for 10 (ten) years w.e.f. 11.07.05.  

A) COMPLETED PROJECTS

  - MICRO HYDEL PROJECT (2X850 KW) Guru Gobind Singh Super Thermal Power Station (GGSSTP) near Ropar City having installed capacity of 6x210 MW, draws about 750 Cusecs of water for cooling purposes from Nangal Hydel Channel (NHC).A new escape cum hydel channel of about 4.4 KM length is being built to discharge above water into river Satluj. The topography of area along the course of above channel permits a net head of about 9.57 M & this head is being utilized for generating power. As such a Micro Power House of total installed capacity of 1.7 MW (2x850 KW) has been built at RD- 3400 M & was commissioned in May,2007.

B) ON GOING PROJECTS (UNDER CONSTRUCTION)

•  Mukerian Hydel Project Stage-II (2x9 MW) Mukerian Hydel Project Stage-II is located at RD- 880 M of the Mukerian Hydel Channel Stage-II, which takes off from Mukerian Hydel Channel Stage-I at RD-35500M. The project site is located about 5 KMs from Unchi Bassi and 12 KM from Dasuya Township in Distt Hoshiarpur of Punjab . Two generating units of 9 MW each with Kaplan Bulb Turbine are proposed for the project. The turbines are designed with net head of 8.23 M . The project envisages average annual generation of about 140 MUs at a approx. generation cost of Rs. 1.30 /kWh.Detailed Supply-cum-Works Contract Agreement for Rs. 70 Crores for Electrical & Mechanical Works on turnkey basis has since been placed on M/s BHEL in May 2004. The original commissioning dates for Unit-I & II were 7.3.06 and 7.6.06 respectively. However due to water logging problem which arose during excavations the commissioning of project has delayed. Now new site for PH has been selected and accordingly new commissioning schedule would fall in the year 2010-11.

•  PROPOSED PROJECTS

•  SHAHPUR KANDI HYDRO ELECTRIC PROJECT (168 MW) It is envisaged to develop 168 MW Shahpurkandi Hydro Electric Project. The site is 11 KM down stream of Ranjit Sagar Dam and 8 KM up-stream of Madhopur head works in Distt. of Gurdaspur. It is proposed to construct 54.5 Mtr. high and 725 Mtr. long concrete dam and 7.7 KM long Hydel channel of capacity 385 cumecs. 2 No. power houses are to be developed, one of capacity 2x40 MW and second of capacity 2x40 + 1x8 = 88 MW. All the clearances like techno-economic clearance from CEA, environment and forest clearance of Ministry of Environment and Forests, approval from Planning Commission and TAC of Ministry of Water Resources have been obtained. The estimated power generation based on dependable year basis is 815 MUs. GOP approved the original DPR with cost updated at Sept.,2005 price level as 1945 Cr & decided to execute this project departmentally, with dam/channel & other civil works to be done by Irrigation Works, Punjab & Electro Mechanical works to be done by PSEB. Actual works have not commenced yet. Funds are being arranged for the project as a loan from REC/PFC. Punjab Govt. has revised the apportionment of Irrigation Component from 12.61% to 20.9% vide Govt. of Pb., Deptt. of Irrigation letter No.9/4/08-PJ(5) 6463 dt.15.4.2008 . The petition had been filed with PSERC through CE/Commercial on 18.7.08 for approval of revised cost estimate after this re-apportionment after obtaining approval from Chairman/PSEB. Case was heard by PSERC on 16.9.08 & decided that this petition is not maintainable, as such dismissed it. Accordingly, PFC was again approached for sanction of loan. PFC has demanded DPR to be revised and submitted for their consideration. DPR was revised & submitted to CEA through GM/Hydro, Shahpurkandi recently for onward submission to PFC after approval by CEA. GM Shahpurkandi attended the joint meeting of CWC and CEA at Delhi on 23.02.09. Apportionment of total cost of Project between Power component & Irrigation component earlier done by CWC was 87.39% & 12.61% respectively, which made power component Rs. 11.89 crore per MW which was very high. As per the discussions in the meeting with CWC/CEA, Irrigation component of the project has been increased to 31.32% by GM/Shahpurkandi after which per MW cost of the project comes down to almost Rs. 9.00 crore per MW. The revised project report as per above Irrigation component is submitted to CWC/CEA. The approval is under process. The land for the project stands acquired and an amount of Rs. 196 Crores has already been spent on it as Irrigation Deptt. has been doing Barrage related works . This project is likely to be completed during 12th plan.

•  II) 75 MW UBDC STAGE-III HEP UBDC Stage-III Hydro Electric Project envisages harnessing of hydro potential to the tune of 75 MW of UBDC Canal beyond the point where UBDC Hydel Channel merges with UBDC Canal. It is proposed to construct a 20.6 KM long Hydel Channel of capacity 375 cumecs, 9.2 KM long Escape Channel , also of capacity of 375 cumecs, 22.4 KM long Alternate Irrigation Channel of capacity 8 cumecs and 0.7 KM long Carrier Channel of capacity 195 cumecs. Power House-I proposed with three units each of 15 MW capacity (total 45 MW) while the Power House II will have two units each of 15 MW capacity (total 30 MW) . Escape Channel outfalls into river Beas about 9 KM down stream of Shally pattan. The project envisages annual generation of approx. 472 MUs. The total cost of completion of project is estimated to be Rs. 640 Cr. The project is envisaged to be executed on BOOT basis & for this purpose a private developer M/s Bhilwara Energy Ltd; has since been selected through global tendering. Implementation Agreement has been signed on 22.12.06. M/s Bhilwara Energy Ltd; also proposed enhancement in capacity & generation beyond 75 MW provided PSEB compensate them for the same. Board has approved this proposal & as such the Deemed energy of the Project shall now be 510MU. This decision of Board was made an agenda item for the consideration/approval of officers committee of Govt. of Punjab . It was decided by the Officers' Committee in the meeting held on 19.02.09 under the chairmanship of Chief Secretary, GOP that as the Developer has to install higher capacity machines with efficiency of 91.6% to utilize the available discharge of 340 cumecs at PH-1 and 161 cumecs at PH-II, the Developer i.e. Bhilwara Energy Ltd. may be compensated for this by increasing the deemed generation from 468 MUs to 510 MUs and correspondingly increasing the Energy Charges from Rs. 115.36668 crore to Rs. 125.7201 crore provided the Developer demonstrates that the machines installed by him can achieve the quoted higher efficiency of 91.6% . Accordingly an amendment to implementation agreement has been issued, as such, the capacity of project shall now be 85MW. Power will be purchased by the Board @ Rs. 2.49/unit for 30 years. Project is likely to be commissioned by the year 2011-12.

III SHAHPURKANDI EXTENSION (55.5 MW) Shahpurkandi Ext. is the another project which has been taken in hand for development and is at preliminary stage. This project is proposed to be developed by re-modeling the existing UBDC canal from Madhopur Head Works up to 65000 RD. It involves construction of 3 No. PHs having capacity 2x10.5 MW, 2x10.5 MW and 2x6.75 MW. The capacity of the channel after remodeling shall be 13500 cusecs and the total length of the channel shall be about 20 KMs. The cost of the project is approximately Rs.500 Cr. at Nov.2000 price level and the annual generation shall be about 192 MU.In view of the new hydro policy of GOI the hydro tariff is based on cost plus basis rather than on competitive tariff basis. Now the developer has to prepare the DPR and get the CEA approval along with other statutory clearances and also get the tariff approved from appropriate regulatory commission. As such, the execution of hydro projects on BOOT basis has become much easier. It has been decided to implement the project on BOOT Basis. Consultants M/s Feed Back Ventures, New Delhi have been appointed for preparation of RFQ & RFP documents and bid evaluation etc. for execution of the project on BOOT Basis. Global bids for expression of interest have been floated with the approval of Board. The Project is likely to be commissioned during 12th Plan.
