Inviting Expression of Interest (EOI) from banks/firms for providing and managing an online electricity bill payment facility for consumers using Internet/Net Banking

  • Introduction: The Punjab State Electricity Board (PSEB) is a statutory body constituted under the Electricity Supply Act, 1948. Through its vast network of Transmission and Distribution Systems, PSEB takes due pride in serving more than 52 lakhs consumers, comprising approx. 43 lakhs General, 11 lakhs Industrial, 8 lakhs Agricultural connections.

In today’s fast paced life wherein time is the resource most scarce, the first and foremost priority of everyone is to optimize the daily schedule and reduce the time spent on mundane chores like payment of electricity/telephone bills. On its part, the PSEB keeping pace with the fast growing world, is also taking a step towards making the life of the consumer a lot easier by leveraging the latest technologies of today. In this direction, the board envisages the setting up of an anytime/ anywhere online electricity bill payment facility for its esteemed consumers, which shall spare them the rigours of the present day bill payment process.

  • The Opportunity:  The Punjab State Electricity Board is planning to provide facility to its consumers to pay electricity bills through internet/net-banking. PSEB may assign work of collection and management of payment of electricity bills through internet/net-banking to suitable banks/firms. Firms/banks dealing with services that allow the consumer to pay all his bills (electricity, Mobile, Water, etc.) through any electronic modes – Internet, ATM, Telephone, Mobile, Standing Instructions, may therefore approach the PSEB.

    • Consumer may be provided with an extremely convenient payment solution through various modes.    
    • Services can be used anytime and anywhere across the world.
    • Services reduce the overall time, effort and cost for the department towards collecting dues from the consumers.
    • Extremely helpful for NRI and other consumers holding properties in Punjab and residing out of state
    • Faster way of collecting funds.
  • Expression of Interest (EOI):  Expression of Interest is invited from capable, experienced and financially sound firms /banks for sending their proposal for managing electronic payment of electricity bills through Internet.

  • Project/work: It is proposed that the consumers desirous of availing this facility shall register themselves at the partner banks/ firm website or may also log in through www.psebindia.org. PSEB on its part shall provide the bill data of the registered consumers. After registration, consumer can view and pay his electricity bill through any one of the provided modes. Consumer may then issue payment instructions using his/her credit card, Debit Card, or bank account. The consumer’s credit card/bank account will be debited instantly and a success/failure message will be given to the consumer immediately. For all successful transactions, consumer will be shown an online receipt, which the consumer can print for his/her records. Firm/bank will consolidate the funds and deposit the funds with all the details into the PSEB account on the next day of transaction without any delay. Firm/bank will not hold funds with them for more than 1 day beyond the date on which the consumer makes the payments through Internet. Firm will submit proper MIS reports on the bill payment collection status to PSEB on daily, monthly and end of financial year or as and when required. Firm will also upload bill payment data on PSEB billing system as per PSEB requirements.

  • Applicant: - The applicant may be a single entity or a multiple entity consortium coming together to implement the above said work. Firms applying must have the necessary technical and commercial wherewithal to execute the above work. The eligibility requirements are as under:

  • Requirements: -
    • The applicant should have good experience in handling of similar type of work.
    • The applicant shall furnish documentary evidence in support of their technical and financial capability.
    • Agreement will be signed between PSEB and selected banks/firm at the final stage.
  • Indemnification: The selected firm/banks will be required to sign contract with PSEB, which would, Inter-alia, include the following: -

    Each party shall fully indemnify, defend and hold the other party harmless from and against all claims, liabilities, losses or damages, recoveries, proceedings, damages actions, judgments, costs, charges and expenses which may be made or brought or commenced against the Party or on which the Party may or may have to bear, pay or suffer, directly or indirectly in connection with any breach of terms and conditions of this Agreement by the Party or its agents, employees, officers or any other matters arising upon or by virtue of this Agreement.

  • General conditions:

    1. PSEB reserves the right to accept or reject any proposal or to cancel the EOI process and reject all proposals, at any time prior to finalization of the service provider without assigning any reason whatsoever and without thereby assigning any liability to the affected EOI participant on the ground of PSEB’s action(s).
    2. PSEB reserves the right to discontinue the commercial provisioning of the services any time in future, depending upon its conditions.
  • Procedure for Submission of EOI: Detailed EOI along with documents confirming compliance with technical and financial requirements may be submitted within 14 days of the publication of Expression of Interest at the address indicated below.
