FUNCTIONS OF CAO/REVENUE WING,PSEB, PATIALA
The main functions entrusted to this Organisation are as under:-
Preparation of Monthly Revenue Monitoring Report:
Monthly Revenue report of about 200 pages is generated by this office by collecting technical data from the field offices and revenue assessed from Trial Balance of the Board. The Division-wise monitoring of Connected Load, Energy Sale and Revenue Assessed over the corresponding period is done on month to month basis. This statement is circulated to all CEs/DS & SEs/DS. The divisions which are found Red i.e. whose actual revenue growth is less than expected growth, are asked to improve the working and to take remedial measures where deficiencies are noticed. This report is also put up to the Management monthly.
• Review of Key Exceptions:
The key Exceptions of GSC, ISC and LS categorywise are prepared containing the position of Locked Premises, Meters defective, Glass Broken, Meters Burnt, Meter Terminal Seals Broken, M&T Seals Broken, Nil Consumption, Meters not at site and Monthly Minimum Charges . Agewise analysis is also done with a view to take remedial measures to optimize the revenue. Monthly reports are issued to CEs/DS for taking corrective measures.
• Defaulting Amount:
Statement of defaulting amount is compiled after collecting the information from Zonal offices and the position of defaulting amount under the heads, Court Cases, DSA, Govt. Connections, Recoverable Amt. (PDCOs & Others )are prepared on month to month basis and put up to the Board Management for review. This statement is also sent to all CEs for effecting recoveries from the consumers against whom energy bills are pending.
• Review of Sundry Debtors and Revenue Realized:
Month wise and division wise review of energy bills issued and amount collected is carried out by preparing a statement on month to month basis. This position is put up to the management as well as circulated to all CEs for taking remedial measures. Where collection efficiency is less as compared to corresponding period, the matter is taken up with the concerned offices.
• Monitoring of Revenue of Sub Divn. through Revenue Diaries:
This office is entrusted with the work of printing of Revenue Diaries for monitoring the revenue of Sub Divns. at micro level through these Revenue Diaries.
• Monitoring of AP Consumers:
Monthly review of Connected Load & Revenue Assessed is carried out and where the actual revenue is found to be less than expected revenue, the matter is taken up with the concerned offices.
• Reconciliation of Connected Load, Energy Sales with Planning
Organisation.
Monthly review of Connected Load, energy sales categorywise is carried out and a statement is generated to pin point the categorywise difference in respect of above areas.
• Cash Collection by Sub/Divns and Remittance into Banks:
Monthly statement of cash collected by S/Divn. and its remittance into Banks and balance in the S/Divns as well as by the Bank is prepared and put up to the management & circulated to CEs.
• Annual Revenue Requirement:
With the constitution of Regulatory Authority, various data relating to tariff revision is generated by this office on the basis of which the tariff is determined by the PSERC.
• Checking & Compilation of provision of Unbilled Revenue.:
The checking & compilation of provision of unbilled revenue relating to 103 No. Accounting Units situated at different locations in Punjab is carried out by this office which finds place in the Balance Sheet.
• Attending of meetings of Zonal Level Dispute Settlement Committees:
This office is entrusted with the work of attending meetings of Zonal Level Dispute Settlement Committees of Border & North zones to settle various disputes of consumers.
• Consumers Grievances Cell for settlement of inflated bills:Under
the chairmanship of Member/D, Consumers Under the chairmanship of Member/D, Consumers Grievances Cell for settlement of inflated bills is constituted at Head Office level in PSEB and CAO/Rev. have been nominated as Member to deal with such cases.
• Review of Cash Collected by Post Offices:
The analysis of collection of bills by the Post Offices is being carried out.
• Review of analysis of consumption of PSEB Colonies:
This office is entrusted with the work of analyzing the consumption of PSEB colonies by the Management to avoid any theft therein.
• Framing of new Policies for improving consumer services:
This office study the various facilities provided to the consumers by other utilities and frame policies to improve cash collection and provide better services to the consumers. Recently “Sevak” Bill Payment Machines have been procured to deposit Cash/Cheque/Drafts round the clock i.e. 24 hours.
• Review of Revenue matters of Sub/Divns.
This office is regularly carrying out review of Sub/Divns record and under assessment is pointed out. Besides misclassification of revenue is also pointed out by carrying out cursory review of Sub Divn.
• Adjustment of Electricity Duty against Energy Bills:
The work of adjustment of Electricity Duty against energy bills is also being looked into by this office and for recovery of defaulting amount from Punjab Govt.the matter is also taken up with
Pb.Govt. through Chairman PSEB.
ACHIEVEMENTS OF REVENUE WING
(1) COLLECTION EFFICIENCY:

From the above data, it is quite evident that collection of energy bills comes to about 99.11% on an average. This has been made possible by regular monitoring of position of each accounting unit regarding issue of energy bills and its collection. No other power utility in the neighboring States of Punjab has such high %age of Revenue collection which reflects the better performance of Punjab State Electricity Board.
(2) DEFAULTING AMOUNT:
The position of defaulting amount category-wise for Board as a whole ending 31.12.07 is as under:-

Out of 469.78 Crore, a sum of Rs.67.43 Crore relates to recovery from the Punjab Govt. Departments which are good debtors and likely to be realized shortly as the budget allocation has already been made by the Punjab Govt to the concerned departments. The balance amount works out to be Rs.402.35 Crore. The annual revenue of the Board is to the order of 7000 Crore and the accumulated defaulting amount of the Board as a whole is only Rs.402.35 Crore, which is 5.75% of the annual revenue of one year which is quite negligible, if the same is compared with neighboring State of Haryana, where outstanding dues are to the tune of Rs.2500 Crore. This has been made possible as lot of pressure has been built up on the field officers to reduce and recover the defaulting amount and their performance is assessed at the time of writing ACRs with the result the defaulting amount of the Board is quite on the lower side.
The PSERC while discussing the above issue in Chapter-8.6 (Page-232, 233) for the Tariff Order 2005-06 has applauded the position of the Board as on the top, so far as the receivables/outstanding dues are concerned, if the same is compared with power utilities of other States.
3. KEY EXCEPTIONS:
The Board is having about 50 Lacs general consumers and Key Exceptions are regularly monitored at the Management level, as a result of this there is considerable progress in reducing the Key Exceptions in the following areas:

From the above data, it is evident that out of 50 Lacs consumers, the %age of defective meters is only 2.00% ending Oct./Nov.,2007 (Billing Cycle-4th). This is an area where most of the revenue of the PSEB is involved. By regular monitoring of this area at the Management level on month to month basis and by arranging meters by Chief Engineer/Metering Organisation, it has been made possible to reduce the number of defective meters which have direct bearing on the PSEB revenue.
4. BETTER CONSUMER SERVICES:
In India, Punjab State Electricity Board is the first Power Utility, who has introduced “Sevak Bill Payment Machines” round the clock for payment of energy bills by the consumers. Besides above, other facilities have also been provided to the consumers for making payments through following means:-
- Computerised Cash Collection Centres.
- Post Offices
- Designated Banks
- Cheque Drop Boxes
- Easy Bill Payment.
(5) Establishing of Consumer s Grievances Cell to Settle Cases of Inflated
Bills :
The PSEB is the First utility to establish consumer s Grievances Cell headed by Member/Distribution PSEB at Head Office Level to settle Consumer Complaints regarding Inflated Bills with in 48 hours of receipt of representation. So far 124 no. representations have been received, out of which 112 no. Cases have been settled giving immediate relief to 76 no. consumers in case of inflated bills. This has helped in avoiding unnecessary litigation in setting such cases.
(6) Introduction of Spot Billing of General Consumers through Spot Billing
Machines (SBMs):
Recently PSEB has entered into agreement with some firms to introduce Spot Billing of General Consumers in some pockets/areas through Hand held Spot Billing Machines. This will help timely preparation/issue/delivery of Energy Bills to General Consumers (DS& NRS) on the Spot. Option has also been given to make the payment on the Spot by Cash/Cheque for which receipt will be issued on the Spot by the representative of Firm.
